It is important to point out that the vast majority of this behavior is born in the family nuclei of the bully, where the parents are the ones who do not teach values or children with little character are manipulated to annoy others.

completely agree with your appreciation @joseph1956, most cases are just a reflection of family coexistence, in which children express repressed feelings in acts of violence, and perhaps for them it is an escape route. Therefore, in schools these issues should be reinforced, and the behavior of children should be evaluated to provide professional help to those who need it.
