I think there no dangerous breeds.
Of course, the chance that chihuahua would hurt someone is significantly minor, and pittbull's capability to snap someone's finger off is bigger than, say, dachshund's.
But healthy, normal dog raised by loving owner, has no interest in biting anyone unless it has a reason.

But there are many stupid, irresponsible men, who buy big dogs they can't handle properly.
Or worse yet they train those dogs to be aggressive.
Those assholes should be penalized.
