When you click on the tool link, a new page will open with more links organised by category; go to the "STEEM ACCOUNT INFORMATION UNDER" Steem Essentials section. By entering your username, you can find your effective sp.
My total steem power is - 1700.541 and my effective steem power is the same as my steem power.
Effective steem power - The SP you have in addition to the SP you have received from others, but not including the SP you have delegated.

Go to the Steem SP Delegation section, enter your user name in the delegator, the user name you want to delegate to in the delegatee, and type the amount of SP you want to delegate, choose SP for steemit account, and click delegate steemlogin.com. It will ask for your active key to confirm.

Under the steem essential section, click "Steem Wallet Tool - Steem Account Transfer Viewer, " enter the name of the account you want to check, type the two usernames on sender and recipients, and click query for transaction details.

How to check the incoming vote report for the last seven days Tool for reporting incoming votes on Steem: Under the section of upvotes and flags, click Steem incoming Votes Report, and a new page will open. Put your user ID in the section and click incoming voting report to see a chart and detailed report for the period.

Go to Steem Power Delegator Checker, enter the name of the account you want to check, and click search; in this case, I entered @hindwhale, and the result is shown above.
