The climate "loss and damage" negotiations come to a deadlock.
Negotiators from the global north and south were unable to come to a consensus at a critical discussion on climate "loss and damages" prior of COP28, according to people participating in the talks.
Among the main outcomes of the COP27 negotiations in Egypt last year was the agreement to establish a special fund to assist vulnerable nations in dealing with climate "loss and damage".
However, nations agreed to iron out the details later.
This year, a number of discussions have attempted to reach an agreement on essential topics such as the composition, recipients, and donors—a crucial concern for wealthier countries that desire China to contribute to the fund.
A transition committee that was tasked with creating the fund convened in Aswan, southern Egypt, late on Friday and into yesterday.
Unable to come to a consensus, the delegates moved the issue to a follow-up conference that is scheduled for November 3–5 in the United Arab Emirates. The debate was webcasted on the UN's official YouTube channel.
The debate on the best place to keep the money broke down before it became too serious.
There was conflict over whether it should be run by the World Bank, which was perceived as being controlled by the West, or by a new, independent organization that was demanded by numerous poor countries. These countries said that restocking it with fresh funding would take a long time and be difficult.
According to a statement provided to AFP by Harjeet Singh, head of Climate Action Network International's global political strategy, the defeat "is a clear indication of the deep chasm between rich and poor nations."
He said, "Developed countries must be held accountable for their shameless attempts to push the World Bank as the host of the fund, their refusal to discuss the necessary scale of finance, and their blatant disregard for their responsibilities" with regard to the conditions of previously made international climate agreements.
According to Rachel Cleetus of the Union of Concerned Scientists, "communities are facing an unrelenting onslaught of climate impacts" as a result of today's sad results.
