To check reward summary (for all-time, last thirty days, and last seven days) you scroll down to the Reward Summary tab, and all the info you're looking for is right there:

Outgoing delegations are SP that you delegate to another user.

Expiring delegations last for 7 days after you've withdrawn the delegation.

Delegating... is easy. Once you've determined the number of SP you want to delegate and which user to delegate to, all you have to do is click on the Delegate...
