I love the fact that you recommend a period when a person can make productive use of social media, understand the risk, when the person has "enough maturity" so the will be able "to navigate the platform safely and responsibly." Only few persons can fit into that description at the age of 14 in my area this days.
The maturity is important, whatever the age, as long as the person can make responsible use of the service.
