Though good in governing

The beginning was great
Ending was in tears
He fell and never rose
The state turned sorrow
A governor and his polo
Left the world so soon.

Do more measures be given?
Can more safety comes to place
Not when it's played
Many precautions
Even a VAR, maybe
Can save a life.
