Can they delete members' accounts and empty their wallets too?
In theory, I guess they could. Since (by default), the account creator is the recovery account, then if whoever is in charge of the recovery account decided to recover it, they could take over the account.
I've never tested this theory but I assume that this is what the recovery account does.
So emptying their wallet, yes (via the above method). Muting an account from steemit.com, yes (via the steemit.com front-end). Deleting an account, no.
