Regardless of the reason for the power down, which is legitimate because it is our SPs, however, as long as you are doing power downs you can't receive votes from either Booming or the Steemcurators.

Unfortunately, it sometimes happens that by mistake a vote is given to someone who is doing power down, perhaps they started it immediately after the vote or it escaped the curator's control.

In this case it would take the fairness of the person doing the power down not to use the #steemexclusive tag so as not to mislead the curator.

Certainly each situation must be assessed on a case-by-case basis.

Some users may need cash to pay a sudden expense, a cure, a rent, powering down doesn't mean being a bad user.
These users continue to do their usual work on the platform despite the power down.

Another thing are those users who don't care to participate in the life of the platform, they never power up, as they can they withdraw Steem and are only on Steemit to receive and aren't interested in contributing to other users.
These users are not good for Steemit.
Therefore their power down is more serious than that of those who are good users but need to use their SPs from time to time.

However, the rule is that in the event of a power down, users cannot receive Steemit team votes.
