In a modern world, streets are always busy in a civilized and developed area especially on working days. You know environment differs and we cannot categorize them together because some places are more civilized than others. For example, in a place where industrialization is at the heart of the community coupled with corporate organization, it simply cannot be compared to an environment filled with the old and retired or the street filled with farmers. The number of employees in an industry or a firm is higher than that of a firm, much more a retirement home.
So, busy street can be caused by the same set of people doing the same thing at the same time, without minding or interrupting the activities of the other.
