not really related to what you are saying but i just want to point out something in my own life where government overreach was just maddening: My father loves perfect grass. In our neighborhood he installed one of the only irrigation systems in town and because all the water we get is potable (drinkable) it is therefore not very cost effective for watering the yard.
He built an rainwater collection system that went into an underground storage tank that he used for watering the grass, much of this water ended up back in the underwater storage system and it was very economical and efficient.
The government tried to come by and tell him that he is not allowed to collect rainwater on his own property. He had to go to court over this. Thankfully in the end he won but it is just incredible to me that the government would try to tell him that he cant' collect something that falls out of the sky on his own land. Nuts!

I think , he was being told tacitly that water is a natural resource like minerals which belong , statutorily to the state in most nations of the world! This being the case , he ought to be licenced to so exploit the natural water resource!
