The only evident reason why people prefer to rally round some social issues and not others is when the issue in question has to do with them directly or indirectly,people rally round issues that bring about benefit and gain.
For instance,the issue of Black life matters and LGBT.,those who share the same ideology,interest, way of life and people who falls under these categories will surely canvass this course and place presedence on this particular issues leaving others because it has to do with them and it is affecting them in one way or the other.
when it comes to political issues,people most time express apathy because unfortunately in the world today,a common man has no say in politics,so people see it as a waste of time and energy rallying around political issues when you won't even be heard because you have no say.
The bottom line is that people rally round some social issues when they share the same interest and when they are directly or indirectly affected or when they stand to gain something!

We live in a world replete with persons who need help , by knowledge , but deliberately refuse knowledge.
Thus, several , never identify with social issues because of ignorance.
I'd say everyone has what appeals to them and they are drawn to it. People are drawn to issued they feel would benefit them and vice-versa.
It's like asking me to come out to campaign against Manchester united for letting Ronaldo off when I have no Interest in football

The example you gave has nothing to do with social issues. Social issues are problems that affect a section of the society.
What I gave was a general example.
