Some additional thoughts:
Observations are statement of facts. The truth as they have been observed. Judgments are statements of opinions. A conclusion.
When you make an observation you are merely stating what is so. You are a neutral witness/observer. You are open to the thing observed changing. You do not condemn. Yet, you may appear to be making a judgement to an uninitiated person.
When you make a judgement you are drawing a conclusion based on observed or allegedly observed facts. You are not neutral. Usually you are not open to the thing observed changing and hence generally will proceed to condemn it.
