If we are looking for a market group that does not mind paying for quality, then it is one segmentation, if we are looking for a target group that wants the cheapest products/services, then it is a different approach (usually the price is crucial in poor markets). I know from experience that either the cheapest offer or the most expensive and highest-quality offer is the best - those offers in the middle often do the worst on the market. You need to focus on doing the most you can with what you have, in the market you are in. When you create a successful business formula, then it is good to start expanding to other markets. Make a market analysis with short campaigns (price for the offer, age, gender, geographical area of ​​residence) and then start with intensified advertising campaigns towards the target market.
