The Renewing Liberty Bill of 2021 (will require a new Constitution)
End all elective abortions period. The only ones allowed will be physician directed to save the life of the Mother. No exceptions for rape or incest. Any doctor or other individual found guilty will receive Maximum Punishment. (MAXPUN) is 10 years hard labor followed by banishment.
Assisted suicide shall have no doctor involved but shall have at least one “death midwife”, or a “death technician” to assist in pain management and death. Doctors should NEVER be allowed to take lives via abortions or euthanasia! We do have the right to our own bodies, including suicide!
There shall be no vaccines or ANY medical treatment for any reason unless express written, signed consent is given and verbal consent is given and recorded. At any time, a patient may request a DNR or release from treatment. There will be no need for other exceptions as anyone may opt out of any medical treatment for any reason. THAT is called having liberty over your own body!
The death penalty will be outlawed and banishment reinstated in its stead. The maximum hard labor sentence is 10 years. No victim = no crime. Only violent criminals and those who cause real harm should ever be locked up! The harm must exceed the value of 50 US Oz of gold before any prison term can be considered for justice. Max prison/jail terms are 10 years. No corporation, group, or individual may profit from their labor as that is SLAVERY. All profits go to prisoner lifestyle improvements, education, and/or in their commissary. Any commissary left over after release is the property of the released prisoner. Prisons may be for profit only if the prisoners benefit from it. ALL of the profit. Guard wages are paid by the State taxpayers... not the profits.
Cash can never be banned and it needs competition. All States are hereby authorized to coin their own currencies and back them with anything they choose... including nothing. All Property taxes, property registrations, sales taxes and income taxes are hereby outlawed. Everyone will pay a 19% flat tax directly to the Treasury of the US on all sales. No one receiving UBI or government pay may vote.
The poor, the dependent, and the incompetent shall all receive UBI, free housing, free preventive medicine, free emergency trauma/acute illness medicine, free food, free clean water, free clean air to breath, free electricity, free heating, free cooling, and free internet as Basic Human Rights! These items are vital items for liberty! Any individual making less than $50k per year is qualified as POOR. Any couple making less than $75 per year is a poor family and will receive UBI. This means that UBI in America is up to $50k/yr for all over the age of 20. It will be $75k/yr for all poor families.
You must qualify to receive UBI. There will be no more billionaires allowed and their wealth will be taken back immediately except for 500Mil (married couple) in 2018 USD or the equivalent. This remaining 500Mil will be heavily taxed as well. No taxes at all on anyone making less than $150k per family or $75k for individuals. No vital item shall be taxed by any State or the feds. UBI is voluntary. Simple Contracts are only in American English, cannot exceed 3 pages (A7) 12 point font, single spaced, 1' margins. Local city/town governments may fine criminals but may not tax anyone ever. Your State will decide your local budget. All fines go to the State unless they are federal fines.

0-75k 0-150k pay zero taxes.
76-150k 150-300k pays 35% taxes with no deductions except approved charity.
151-300k 301-500k pays 50% taxes with no deductions except approved charity.
301-500k 501k-1Mil pays 60% taxes with no deductions except approved charity.
501-1Mil 1Mil+-20Mil pays 70% taxes with no deductions at all.
1Mil+-20 Mil 20Mil+-100Mil pays 80% taxes with no deductions at all.
100Mill+ - 500Mil single or married pays 90% taxes with no deductions at all.
Any wealth over $500Mil is taxed at 100%. All corporations, legal groups, or individuals making more than this pay 100% in tax. This alone will bust up every monopoly and lower the number of kings on Earth! No dual passport holder can serve the American public in any fashion. No waivers allowed. If a foreigner renounces the other passport/s and promises to be loyal to the USA Constitution (needs updating!), they may serve but be carefully watched and investigated at least every 3 years. They must pay for this investigation. The BAR Association and all their lawyers are hereby outlawed. Anyone may represent anyone else in Court if they are both competent and under Simple Contract. Corporations no longer have the rights of peoples and they are NOT persons at all. No groups have any rights other than to freely associate. Only individuals have rights.
16 is the age for drinking, smoking anything, sex, and serving in the American Service Corps (ASC). Joining ACTIVE military, paying taxes, voting, and driving will be allowed at age 20 if qualified. If the federal government pays you, you pay ZERO taxes on those wages up to bracket number 2, further incentivising federal Service. States have no taxation power at all. The States will receive a federal payment quarterly equaling at least 50% and not to exceed 80% of all the taxes their State paid last fiscal quarter. The States may spend their budget any way they like as long as it does not violate federal law. The Two State Senators shall be selected once every three years by the State Legislators and be governed by State law as to their selection to the US Senate. Two terms shall be the limit for any public office that has terms.
Both federal and state governments may no longer operate any surveillance against their own peoples... at all. ONLY local (city/town) governments may use surveillance techniques of ANY kind with the approval of a local judge with actual probable cause. Any judge allowing/forwarding a case without probable cause shall be subject to MAXPUN. Any witness in a Court shall also be subject to MAXPUN for perjury.
No State or Federal government expenditure may exceed the actual tax income received the last quarter. Annual budgets are required with quarterly adjustments authorized as long as they do not exceed a 10% projected change. No government may ever borrow money unless a state of Emergency is declared with an automatic sunset of three months maximum. ¾ of any legislator may declare an Emergency. Any governor or the President of the USA may also declare an emergency for a three month period only. The emergency is only due to financial constraints and is the only time American governments may borrow monies or deficit spend. All States and the fed shall SAVE up an emergency war-chest for the future so as to preclude most borrowing. The only collateral allowed by law is words on a contract or treaty. No American property of real value may be offered as collateral for ANY loan, foreign or domestic. Our word is our bond. Humans are never property.
Banks may charge publicized and static fees for services to whatever level the market will bear. They must maintain an 80% CASH or GOLD reserve at all times. They may never charge interest (usury) except on foreign loans. Foreign loans shall make up no more than 20% of a bank's outstanding loans by VOLUME/AMOUNT of money loaned. There should only be one of these mega banks every 200 miles or more. States shall issue their bank charters which shall sunset in 5 years. There will be no federal or central banks. The feds can only borrow from American State Banks with set fees if a federal emergency is declared. The Treasury Dept. shall have oversite of all State Banks.
The DOD will bring all troops home except the top 50 strategic locations/bases and our deployed US Navy and Coast Guard. The National Guard and all reserves shall be rolled into the ASC. This will save many $billions$ and make us much more safe. These idle troops shall be converted to the ASC, retrained, and paid the same as when in active duty with the same remaining terms of service. Once terms expire, they will become reservists in the ASC. Only those qualifying for the leadership track shall be retained as trainers and leaders. The rest shall transition back to civilian life.
The ASC will be a new branch of the military replacing Space Force, the Air Force, and the Army. It will be our transitional force back to full civilian status unless approved for leadership track. Those approved for leadership track will become our military leaders, trainers and engineers. They will stay full time until they decide to leave Service at the completion of their Contract. The mission of the ASC will be as a ready reserve fighting force if needed; maintaining all military skills. The secondary mission is the repair, maintenance, and building of existing and new vital infrastructure in America. This includes food and energy infrastructure of course. The third mission will be as the old National Guard in times of grave need.
The only standing armies we will have are the US Coast Guard and the US Navy with Marines. The Army, Air force and Space Force active components will be transferred to the ASC maintaining full readiness while at home. We need a ready reserve at least 10 million strong and that may require a mandatory Service of some sort. Service will constitute one year training and serving 3 years in the ASC, the US Navy or Marines, or the Coast Guard. Those who join the ASC at the age of 16 will receive a Signing Bonus of $10k. If they succeed, they may vote when they complete their Service and they reach the age of 20. Voting is a privilege earned by Service. Being over 20 years old and Of Service for three years grants the right to vote. No one without a full 3 years of Service may vote. Training periods do not count toward Service. All criminals may vote after their sentence is complete. This is NOT including pardons, paroles or probation if the time passed is less than the original sentence. Of course no one can vote if they have been banished.
The ASC will have Air, Ground, and Space divisions all maintaining military superiority through realistic and regular training, research, and ever-improving equipment. Most of the ASC will be weekend warriors one weekend per month and a full 10 days twice per year at least 5 months apart. Once we reach our 10 million man goal, 1/3 will always be on call, able to rally and respond in less than one hour. The other 2/3 will rotate on call every 3rd day. On call pay is full time pay. Retirement for ASC is 30 years for 50% pay and 40 years for 75% pay. Active time of over 2 years qualifies you for Active retirement. While In Service, weekly sexual releases shall be verified in the Tail. No homosexuality. No gender bending or changing at all is allowed in the Service. Women may only serve in combat positions or arduous positions if they meet the same physical requirements as the same aged man. Otherwise, the physical requirements for women will be approximately 60% less than men. Forward deployed combat units must be unisex... all male or all female. Training commands may be mixed.
The active armed forces retirement is this: 20 years service = 50% pay. 30 years = 75% pay. 40 years+ = 100% pay. Our medical coverage and healthcare shall be the absolute BEST on Earth! No Vets left behind! We will never require anyone to kill innocent peoples. All known collateral damage is outlawed. We CAN be specific! We can be the healthiest and the best on Earth Yahweh willing. Any combined Service of 2 years or more in a combat environment does qualify for active military retirement. All peoples of Service shall be required to practice quarterly with and maintain their government purchased combat rifle, side arm, special weapons, and a riot shotgun until they are dead, incapacitated, disabled more than 20% or reach 70 years of age.
