Dear friend on chain making decision examples are steemit and hive , its publicly platform and with more detail steemian makes decision through voting process , agreement and disagreement in a way , up voting and down voting . As for of-chain Ethereum community are the best example . In Etherium first of all do discussion and debate before make decision . For example if blockchain require some modification or update to ethereum network .
