Step 1: Distort eyes with Fish Eye lens

Step 2: Distort area below chin to change shape of mouth.

Step3: Add Contrast

Step 4: Add Colour with Magic Effects Filter ... adjust hue.

Step 5: darken area and add colours with various sized paintbrushes and opacity.
