Draw a rectangle and apply a Maya gradient, modifying the gradient little by little in each of the nodes of the mesh.
Draw two circles and then segment them with the shape tool, and apply a Gaussian blur to the ring, and remove the background color from the circle, leaving the mesh gradient visible through the.
I made a copy of the background and with the circle I created a clipping mask.
Draw several flashing lights.
Add a typeface and you're done.!
