The water line has a plug after the shutoff valve. Pipe wrench, pull out plug, reconnect. Doesn't exist, don't have to pay.
Put water collection barrels near downspouts.
Electric meter replacement can be bought at store plug in to meter housing. Doesn't exist, don't pay!
Ever seen 'Soylent Green?" Bicycle charger?
There's probably horrible fines if you are caught but whoever lived there before wasn't. Great story

    I am well aware of these solutions - they just wouldn't be anywhere near legal ;-)) I prefer to change bad laws and regulations instead of simply breaking them. I have had a lot of pleasure in courts ;-))
