Yeah, some people will do anything to get out of paying decent wages: start a war, allow themselves to get attacked.
Examples from here in the USA:

- PEARL HARBOR (This is said jokingly)
- Incite Race Riots so cities will burn
- Import Terrorists give them a free passenger jet pilots' license but only to take off the jet and fly it. 911.
- Along foreign drug gangs to distribute fentanyl, heroin, cocaine, meth(even though people can make meth at home in their oven), and every other illegal drug, and even take over apartment buildings for a base of operations.
- Allow Marxist/Maoist revolutionaries to illegally enter the country and/or give them free college tuition, room, board, and a whopping amount of spending money. Plus grade AAAAA+ jobs as top secret personnel in all manufacturing of defensive and offensive weapons, satellites and space vehicles.
