Can someone make a post just to advertise a product.

If so this place would become a nightmare like Instagram.

Yes, I think it is allowed. But it would not make much sense, because nobody would look at it or upvote it. And if it annoyes people they would even downvote it, which not only lowers the reward but also the user reputation. Steemit was always self regulating via the users, and it has worked for the most part.
