The way they are set up with the earnings at the top, combined with the Steemit Communities effort with SteemFoods, etc, I interpreted it as STEEM Admins want communities themselves to be the whales collectively, and users to grow from each other.
Basically a place to join for your first day on Steemit and get $15 upvotes from people with similar interests. When STEEM goes up in value.
