Because like you, I have seen that animal followers and what we see in various periodicals or news are different types of animals that have gone out of their bounds ie out of control. To be honest they are animals they have lives they can't bear this much torture at all which is why it is natural to disobey him. But yes we should use it as needed when we go to use pets in more numbers then it can have adverse effects not only on the pets but also on the environment.
