Silence can be explained in so many forms depending on the interpretation of your situation.

Silence can be defined as the act of not speaking or being silent due to some factors, like the inability of not being able to speak due to disability or it's your choice to remain silent. It can also be defined as the absence of noise, sound or even waves.

This very question have two answers Yes & No

Yes, silence can be denotes as weakness because there's an adage that says "Speech Is Silver, Silence Is Golden". In my own point of view, when you're not speaking your mind it may lead to suppressing emotions, which can have a negative impact on your physical and mental health.

No, Silence doesn't denotes weakness. Like the saying that goes "Silence Is The Best Answer To A Fool". Silence is strength and it's also an act of maturity. A silence person doesn't talk anyhow, he/she will be observing, listening and gathering necessary point from the situation, so when it's time for him/her to speak out, it will be absolutely wisdom.

Silence people are not weak as people view them, they are just taking their time in order not to make mistakes, they prefer being quite until when the needs arises for them to speak up.

Silence to me doesn't allows violence, I said something earlier that "the best answer to a fool is silence" that's to say, for instance you have an issue with someone and it result to confrontation, the person has made-up his mind that when once you say anything that's what he/she will use and start a fight with you.

But you as a mature person have decided not to say a single word to the person till he finishes his tantrum and leave. So in this very situation you have been able to avoid the violence the fellow was bringing.

If you had started exchanging words with the person, that's where violence would have break out. So I conclude that silence do not allows violence.

I will say one should only speak up when it's the matter of life and dead (i.e Sometimes). Like the Police Officer when coming to arrest a criminal they will say;

You have the right to remain silent. Anything you say can and will be used against you in a court of law.
... Miranda's Right.

So it is necessary to always remain silence and keep peace at some situations you know will bring damage or danger. If you know that your little yes or no will hurt that person or tarnish their image, please my dear just shut up🤫.

As a wise and matured person you are supposed to be calculative in your choice of words, judge the situation first before saying anything that's if its even necessary.
