Hello dayo, steemexclusive means post content should only be found on steemit and no content of your post that can be found somewhere else outside steemit platform as it is considered plagiarised content.
Now, regarding 100%, there are cases when content were quoted from another author but should have proper citation.
For few phrases traced from another source during post verification it's now up to moderators common sense how he evaluates that post.
