Scouting is would say is a very important aspect of football, among other importance, scouting can help you build knowledge about a player. A talent cheap player can be discovered through scouting, so it's serious work.

Now back to the questions
What factors will you consider
For a game changing player for my local team and considering that we don't have enough money, I would be looking out for finishing abilities of the player, pace, composure of the player, heading ability of the player, the style of play is also very important and the club culture.
Age is a very important factor when scouting.

Where will your scouting be focused on?
My focus and outlook will be on the Fifa world cups, Youths academy, just like Ajax. My reason is because these are where you see talent and upcoming footballer who are looking for a place to showcase their long developed talent.

Are there any particular strengths you will be looking for?
Yes, I need a player with some reasonable speed, good tactics, long footed, dribbling, well coordinated and articulateed player. Ball retaining capability, decisions, concentration, team work, and how well he can change pace.

What price range/deals will you be looking at?
Owing to the fact that the club isn't financially stable, and moreover that is the reason we are looking for cheap players, I would be looking at a range of (depending on the country) between €400k - €500k (pounds).

What if your offer gets rejected? Any counter offer?
Well usually, such player like I said want to showcase talent they have built up in years,there are high chances that it must be a yes. Perhaps , the request was turned down, there will definitely be anther replacement. During scouting, not one player is considered, more than one player are put on the table to pick out the pick fit for the position.

In conclusion, scouting is a very tactical job and serious care must be taken when caring out this exercise,though if success can boost the performance of the team and the club at large.
