It breaks my heart to hear that my beautiful people in Venezuela are faced with this difficulty. My city usually have this problem in some areas, so what we did was to create punctures into the ground with the help of paid services from engineers that drill deep for weeks and insect a pipe that pumps out water. However, we mostly use this water for external uses, and we manage to get good drinking water. But the government has improved this in my country by providing numerous public taps within the communities. I wish you all progress in finding a solution to this problem soon.
