In Africa is snow as well...it's not all sunshine. I doubt people get ever used to extreme temperatures they just make the best out of it and the rest is most likely DNA or has to with with body temperature and blood pressure.
There is no bad weather, there are clothes that don't suit the weather. That's what they say.
But you can't take your skin off in the heat.
However, you can use the thermos effect. Climb into the refrigerator, put on a fur coat there and go out into the heat in it... It will be cool inside the fur coat... however, not for long))

Но в жару кожу с себя не снимешь.
Правда, можно использовать эффект термоса. Забраться в холодильник, одеть там шубу и в ней выйти на жару... Внутри шубы будет прохладно... правда, не долго ))
My fridge is way too small to climb inside not even the fur coat would fit in, nor the dog. It's head perhaps.
A good expression. Sounds that none if those modern clothes fit the weather. If you ask me that's the idea.
