Hey @endingplagiarism, what do the "bad actors" have to do to get off that blacklist? Don't you think they deserve a second change after they changed their behaviour?
They just need to stop plagiarising, spamming, farming, etc. and they'll get forgotten very quickly. Many have changed their behaviour which is great news for everybody but unfortunately a handful decide to continue and consequently, continue to get downvotes - in this instance, to his multiple accounts.
This particular user has decided to continue and we enjoy a daily exchange of downvotes. Unfortunately, there's no way of anticipating which of his posts or comments he will choose to upvote from his other accounts so they all get the same treatment, hence the apparent blanket of downvotes. As you can see from his reply and having previously exchanged opinions on this matter, we share polar opposite views on each others' behaviour so I expect this to continue.
That one is just run by @justyy who is basically just a bully. Number 2 on the witness list. Has numerous accounts and uses them maliciously to attack people. @endingplagiarism claims

Except by behavior, @endingplagiarism actually guilty of these things. Insulted me unprovoked, farms by spamming users (even if the user did nothing wrong and it was really one of the commenters).
This is class-warfare. Those of us at the bottom get bullied by those at the top. We have no voice.
I don't really like politics, neither on steemit nor "real life" however sometimes its pretty interesting to read up about it.
I don't know if that list is bogus or not but either way people that spam useless posts and farm that way need to be punished for that behaviour.
In my opinion, as long as the spammer doesn't continue their behaviour the punishment is over and the downvoting worked the way its intended.
I don't know what you did (if you did anything) so I remain neutral :) But for example if you had spammed I don't think your other posts or comments should be downvoted. Atleast not at the rate you're getting downvoted. I think that if you did spam you have learned your lesson by now and deserve a second change.
I don't want to get in the middle of this so ill just say lets all be nice to eachother and have a great time on the platform....which is at the end of the day the main goal on steemit :)
They're not downvoting spammers. It's just bullying. This is what happens when you take a decentralized community and centralize the power. One person holds the power to silence anyone they want. There used to be curation communities where the community would manage this, but this guy isn't cleaning up spam. He's making it.
