How do you think contact tracing can be made private and safe?

There has been complaints from customers of pubs, bars and restaurants that their contact details submitted during contact tracing have been put to wrong use by people who had access to them. Some people have resorted to giving out incorrect contact details as a result. 

What do you think can be done to make contract tracing more private and safe?
