I want to view virtue as an act of doing what is right and shun wrong or one's moral excellence character. Noble is impressive in appearance or is attractive.

By virtue noble is the doing and saying the right thing worth to be praised and adding value to an individual and things being talked about.

A virtue man is courageous in his deeds, is temperance, talk with wisdom, and just. This will contribute to the well-being of a community by a virtuous person.

Who in the world deserves the most virtue? why?

The person who deserves the most virtue gives moral value, both secular and religious education.

The people in positions of power, who influence their community's desires.
One who a society imitates them and sees them as role models.

Those who are in a position to shape the moral development of others such as educators, parents, clerics, and mentors.

Also the just, i.e. those who look at everything as it is and act rightly. They share in other people's feelings.

One others who deserve virtue again mostly are those who will stand for the vulnerable, the poor, the disadvantaged, and the marginalized in the society.

Those who share the little they have with the needing, and support their community in all circumstances. Those who are sober, and not hot tempered, do not just react to issues without studying them.

Give your honest words to dishonest people.

They should think deeply to understand that they are being dishonest, and they will not be trusted with any serious responsibility to the community.

Also, people sometimes may want to stay aloof from them and may discriminate against them in society.

The society will always entertain fear if they try to draw closer to them.

They will always look suspicious by the society and will not like to associate deeply with them

A person may not want to go to them for help in difficult moments thinking they would rather add salt to injury.

Society cannot make them leaders because they can bring disharmony rather than peace to the society.

Therefore, I advised that they should be just so as society can see them not as wolves but as sheep.
