Bandwidth system was working smoothly until the high demand, moreover, when the block is filled up then some time is required to activate the next block, thus this may cause delay in the completion of transaction.

So, to overcome this delay, the resource credits were introduced which make the system more scalable. The RCs are reloaded continuously depending on the SP of the user, it's right.
