See during the first minutes the reverse auction applies for the curator only it is the curator who gives up a portion of the curation rewards(linear discount-- 100% at 0 mins to 0% at 5 mins). The author reward is still intact, unaffected by the reverse auction

In the screenshot provided by you, you have indicated the payout of curators-- $53.446(48.33%)

Below that you can another row Payout Retuned, and as you can see $1.844(1.67%) is returned to the reward pool on account of reverse auction.

Under what circumstances can a curator vote for a publication more than 100%.

Earning 100%(or more) of upvote value as curation reward is pivotal to--

  • Your time of upvote(in normal posts, maybe at 5 mins, in popular content/brilliant content, maybe at 4 mins or so)
  • Your position of upvote(whale votes to follow after you vote), For example, Steemcurator01 votes after you.

Always remembers, if you remain in the first Voter(s) band, ($0-$1), you are a winner in curation most of the time(even in the case of an average content).

Here in this table given below, you can find for different payout, how the first voter(s) band ($0-$1) gains significant curation reward even to the extent of 800%(if the post matures with a payout of $256).
