I agree with you that the base layer, which is the main Layer (Layer 1) should not be altered and that is why Layer 2 is added to improve it in terms of scalability, speed and cost. Thanks to the developers who thought it wise to add the Layer two that helps to free up more space, making processing of transactions more faster as bulk of them are processed off chain.
