The problem you raised about the lack of upvotes is so genuine. Because I also feel the same that many users do not receive upvotes and guidance from the Steemit platform even if there work quality is optimum. And lack of guidance from older and experience users is missing in this platform because I think we should raise this point to the level that team does something to bring older users to engage.
I think in that way more real growth will be seen because every small user engages whether in contest or engagement challenges but very less we see older and experienced users engaging with them.
Lack of upvote in one of the major problem making steemians to quit the platform.
If there's enough guidelines from the older steemians then steemit will be conducive for everyone.

Yes, you are right. Users who are reaching little high rank then they start acting like kings of this platform. Even I have seen them spreading humor behind back for no reason.
Steemit platform should monitor these users who spread false things about others and be punished.
