STEEM is a social media based blockchain at which side chains and roll up are not implementing currently but if both these elements would be implemented then you are right that it would cause transactions to offload so from STEEM blockchain load would reduce in this way but It will also enhance STEEM blockchain transactions efficiency regarding transactions processing.

By implementing rollups and side chains at STEEM it would also cause new users or even investors to attract towards STEEM so it would act as positivity for STEEM blockchain.
