In order for the goals of an organization to be realized, it is necessary to plan programs which are then taught in various kinds of activities.
Every program and activity carried out must be interrelated in an effort to achieve these goals.
To evaluate the extent to which a program or activity has relevance to efforts to achieve the goals of an institution, before a program is implemented it is necessary to make a TOR first, while for activities a proposal is made.
TOR (Term of Reference or conceptual framework of a program to be achieved within a certain period of time which systematically consists of:

- Purpose of the activity
- Program time and location
- Form of implementation
- Program targets
- Program implementation
- Cover
Proposal is an activity plan that is written in full from the background to the implementation plan including the budget.
The systematics of the proposal are:
- Name of activity (written on front cover)
- Introduction / background of activities
- Name of activity
- The theme of the activity (according to the theme being stretched)
- Purpose of activities
- Form of activity
- Manager / implementer of activities
- Schedule of activities (for activities that have a long duration)
- Sponsorship (if any)
- Budget
