Sega was going in too many directions when Ristar came around. Had they not been trying to get the Sega Channel going, 32X off the ground, planning the Saturn, and still attempting to keep the Genesis and Sega CD going, maybe they could have seen value in Ristar.

Sadly, not one third party picked it up either.
