Thank you for sharing link to your publication with me. It's surely not an easy task to solve problem of abuses which are happening on Steem blockchain. Without support coming from the top - it will never be solved. People like you and me have to little resources (even if we would create group of many) to fight with those who abuse and milk steem blockchain.

Some community members and some Witnesses are trying to solve this, but they are not able to solve it due to lack of STEEMPOWER.

Correct me if I'm wrong, but if someone would have 100k SP and place 10 upvotes on his own comments, then we would need 10 times more SP to downvote it to zero (Since everyone who would have 100k SP can only place one free downvote daily).
Am I right?

There is the simplest way to solve this problem.
Steemit creates an account for Downvote and delegates over 2 million STEEMPOWER.

That solution would also not be enough. It's not permanent solution. It would tire you out to keep tracking down and downvoting those abuses, knowing that they can simply carry on for as long as they want. And abuse fighters will sooner or later start giving up.

We need some permanent solution. Which would allow to blacklist abusers and those blacklisted would have removed their voting privillages. They could hold STEEM stake, but their upvotes would have no value.

Either way - to achieve anything we would need to find ways to communicate this problem with STINC. How do achieve that?

I am in favor of making the percentage of the downvote pool as a witness parameter. in case of significant abuse, we can increase the percentage to 100% (currently 25%) without having to push a fork to change it. It is a dynamic solution that can allow witnesses and the community to fight against abuse and regulate the downvote pool if necessary at the same time.

This is an interesting idea. I'm not sure how I feel about it for this particular feature, but the witnesses having more "knobs and levers" to be able to tune the environment to dynamic conditions seems like it could be valuable.

E.g:

Currently, for each 1000 SP, you get only 25% of it available for the DV pool.

If such a parameter was a witness one, we can change it to e.g 100% when needed and lower it when needed.
