However, this isn't happening at the moment; for some reason, @freelance.monkey, @pennsif and myself didn't see the above post in our Mentions.
The notifications are delivered by the bridge_api from hivemind. The function defines a min_score of 25.
If you set the min_score to 0, the mention is returned:

But what ist the score? I found only this definition. The score is based on the rank of the account. I didn't find a request to get the rank, but the profile page (https://steemit.com/@multisigtest03/) displays the rank (#1,566,120).
After that, the score should be 20. But according to the response, it is only 12. I don't know why. But the mention is not displayed as long as the score is below 25. BTW: In Steemworld it is displayed :-))

I did a little more research. The voting weight the account needs depends on the number of mentions you intend to write. If you limit yourself to three mentions, 10 SP are enough. For more mentions, it must be about 70 SP... :-))
