Proposal Progress: CMake Boost Version Error & Target Missing (chain_test, plugin_test)

Progress Update

I am able to make some progress on Ubuntu20.04.

1. the Boost_version in Cmake is set to 1.71.0 rather then 107100 -> this was fixed.
2. The chain_test and plugin_test is missing from Cmake.
