A temporary delegation with a few M SP from @steemit / @misterdelegation to the @abuser.report account would be very helpful at this point. It would also help to stabilize the external market price a bit, as it would prevent thousands of additional STEEM being sold weekly.
That's a great temporary solution. I don't think it would have a huge impact on steem price (im of the belief that price is a derivative of the activity at the exchange level where much of steem is traded independent of power downs or ups).

I don't know who told you that blocking the transfer operations for a few major accounts (including a Steem exchange) would be a good idea, but I can assure you that even a brain-dead child would know better ways. You are currently harming Steemit's, Steem's and your own reputation massively.
