In 1968, the composition of the provincial council was drastically reviewed. On another occasion, Ali Murtopo actually said, "Jakarta is not interested in Papuans but in its territory." Said Ali Murtopo before the DMP members in Jayapura. In remembrance of a pastor of Jayapura DMP member named Hokujoku, Ali Murtopo said it while laughing scornfully.

"If Papuans want to be independent," Ali was mimicked by the Hokujoku, "It is better to ask God if He can give Papuans an island in the Pacific where to emigrate."

According to Hokojoku in an interview with Dutch journalists, Ali Murtopo's statement was so demeaning as being a Papuan. He also confirmed the threat to those who opposed the Indonesian government. The Dutch newspaper De Tijd, August 14, 1969 reported on Ali Murtopo's call to take firm action against those who did not vote for Indonesia.

British historian Southeast Asia study specialist John Saltford revealed another fraud during the Act of Free Choice. According to Saltford based on the Hokojoku testimony he studied, DMP members chosen to speak at the Act of Free Choice were given written instructions about what to say.

"They were then made to practice speaking in front of officials," wrote Saltford in his dissertation, entitled The United Nations and the Indonesian Takeover of West Papua, 1961-1969: The Anatomy of Betrayal. "The person who refused was allegedly taken away and killed."
