Khan had that in common with Alexander the Great. They would conquer but knew to let them carry out their religion so they wouldn't upset the apple cart too much and "force" a rebellion. Just pay that money and they were happy :)
I always took Alexander as promoting syncretism of the concurred lands which is forcing but blending religions together. Now, I will have to find a new book to read to see how much like Genghis he was. That will be the last history book for me for a while.
