- The Soviet Government in Moscow issues a decree in which public institutions and individuals are allowed to lease state businesses.
- In Romania, women receive voting rights in local elections.The legislative proposal introduced by the Conservative Government under Alexandru Averescu is adopted by a large majority in Parliament.
