It's quite sad, especially looking at the photos.
I know how much research you've done and it certainly smacks of conspiracy with the government 'losing' the relevant documents.
I think he did something to the establishment or had embarrassed then somehow. They then got themselves much deeper involved than they had wished and needed to cover things up.
Sounds exactly like that...
