A bit of history: in 1666, Colbert, French Finance Minister under Louis XIV, ordered the established shipyards to build ships near the town of Rochefort, at the mouth of the Charente river.

The Fort, built in the middle of the Strait, together with the shore batteries might block the passage to the shipyards, creating in front of the enemy ships "fire barrier".
