I think many have a stereotype of Henry of being a tyrant who basically could do whatever he wanted. And while he certainly manipulated situations and was a ruthless dictator, he actually carefully worked within rules and exploited loopholes to get what he wanted, much as any modern business does in looking after its political advantage and interest with lobbyists and paying off scientists and statisticians.
