One of the important works of Sultan Murat Hudavendigar was to issue the Grooming Law. According to this, they continued to be a treasured equestrian soldiers, also known as the state troops, which lasted until the 17th century and constituted the backbone of the Ottoman army. Equestrian soldiers, peace-time in the provinces, sitting in the villages to provide peace of mind in the provinces, the time of war was a military force can rise immediately. They were taxed by agriculture in their villages for these, the state kept a permanent army at no expense. Murat, who cares about friendship with neighboring states, but knows how to benefit from opportunities, also conquered Corlu, Kesan, Dimetoka, Pinarhisar, Babaeski, Luleburgaz and Gumulcine, Old Zagra and Yenice circles in the same year. Sultan Murat Hudavendigar's main target in Thrace was to take Edirne, who had a strategic prescription. Thanks to the conquests he had made in Trakya, a Byzantine aid to Edirne could be prevented. The Turkish troops commanded by Lala Sahin Pasha surrounded Edirne. Greek and Bulgarian forces were defeated in the conflict. The city, waiting to be helped for a while, had to surrender (1362).
