Should not concede under _any_ circumstances?

Well, that hasn't aged well.

Are we all agreed that the opinions of politicians who encourage their colleagues to refuse to concede a lost election should be excluded from serious consideration by the body politic?

We all believe that politicians who have lost an election should concede, and we believe that as a matter of principle, and not simply because our preferred candidate won.... right?

I listened to her say it, in context. I interpreted her words then (at the time she said it) to be promoting the precise behavior we’ve seen from Trump.

Give this a listen. It's indistinguishable from much of what Trump and his supporters have said. Keep in mind that this is in the context of her immediately prior claim that the Republican party is going to commit election fraud by "messing up absentee ballots"

I'm making no claim that Joe Biden would have actually done even 5% of the batshit crazy things the Trump campaign has done since it became clear that they lost the election.
I'm claiming that, in full context of the interview that quote comes from, Hillary Clinton gave absolutely terrible advice to Joe Biden, advice that ought have no place in a functioning democracy.
